Hmmm..I seem to remember -back in the mists of time- when I was studying the French Romantics that they were very much of the opinion that the Poet's job was to bring the beauty and inspiration of the world to the plebs. Very lovely picture James, it could in fact be here, especially with that telephone/power line ruining the beauty of the skyline.
That telephone line is a symbol of the poetic lines of communication that vibrate between someone who wants to reach out and touch someone else and that someone else. The twilight of understanding happens when they can hear each other but not actually see each other.
